Roofing RAMS & Method Statement

Roofing is the single largest cause of fatal falls in UK construction, so a roofing RAMS submission is read carefully. The controls need to be specific about edge protection, fragile materials and how a person would be recovered if a fall arrest system activated.

Risk assessment

Hazards covered for roofing

Every hazard below is assessed with likelihood, severity and residual risk after controls, presented in the traffic-light format Principal Contractors expect.

  • Falls from roof edges, through openings and via ladders
  • Falls through fragile materials - rooflights, asbestos cement sheets, degraded decking
  • Falling materials, tools and debris onto persons below
  • Hot works during torch-on and bitumen operations, and fire risk to the structure
  • Manual handling of sheets, membranes, tiles and insulation
  • Wind loading on sheet materials being handled at height
  • Exposure to weather, heat and UV during prolonged roof work

Sequence of work

The method statement follows the real on-site sequence, with controls tied to each step rather than listed separately at the end.

  1. Roof survey, structural confirmation and identification of fragile areas
  2. Access arrangement installed - scaffold, edge protection, crawling boards or MEWP
  3. Material loading out to designed loading points only
  4. Strip and dispose of existing covering under controlled conditions
  5. Install new covering in agreed sequence, working away from the access point
  6. Hot works permit, fire watch and one hour post-work monitoring where torch-on used
  7. Progressive removal of access with edge protection retained until last

Competency

Cards and qualifications referenced

The competency matrix in the Contractor Project Pack is pre-populated with the qualifications a Principal Contractor will ask to see for this trade.

  • CSCS card with roofing occupation
  • Manufacturer training for the specific membrane or system
  • Harness use and inspection training where fall arrest is used
  • Asbestos awareness for refurbishment and strip-out work
